- Located in or relocate to Pennsylvania – BFTP/NEP serves the counties of Berks, Bradford, Carbon, Columbia, Lackawanna, Lehigh, Luzerne, Lycoming, Monroe, Montour, Northampton, Northumberland, Pike, Schuylkill, Snyder, Sullivan, Susquehanna, Tioga, Union, Wayne and Wyoming. - An early-stage technology-based company or established manufacturing firm – Retail and service companies are not eligible.
- Locally owned or a branch plant that employs or plans to employ a significant number of regional workers.
